West Midlands Chief Constable Under Scrutiny: Potential Police Watchdog Investigation
The Independent Office for Police Conduct (IOPC) is considering special legal powers to investigate the West Midlands Police force's chief constable, Craig Guildford. This move comes in response to a devastating official report on the force's decision to ban Israeli fans from a football match in Birmingham last year. The report, led by Chief Inspector Andy Cooke, found that exaggerated intelligence was used to justify the ban, and the force made misleading statements.
Despite calls for his resignation from both the left and right, Guildford remained in post 24 hours after the report was released. The IOPC's scrutiny is particularly focused on Guildford's answers to MPs, which he claims were unintentionally misleading. These answers could potentially form grounds for a misconduct inquiry by the IOPC, citing a breach of the standards of honesty and integrity that officers are expected to uphold.
The IOPC spokesperson stated that they are carefully evaluating the findings of the HMICFRS report and other evidence to determine if an independent conduct investigation is necessary. They have been in contact with the West Midlands Police and Crime Commissioner (PCC) and the force itself to understand their assessments of conduct matters. As of now, no conduct referrals have been received.
The PCC, Simon Foster, has the power to remove Guildford, but has not yet made a decision. Sources indicate that Foster is waiting for a public inquisition of Guildford on January 27, along with further reports from Cooke and the Home Affairs Committee. The legal process for removing the chief constable is complex, and the report's status as interim and potentially subject to change adds further complexity.
Senior cabinet ministers have added pressure to Guildford's position, with Culture Secretary Lisa Nandy and Health Secretary Wes Streeting expressing outrage over his continued presence. Nandy stated that it is astonishing that Guildford remains in post, while Streeting found it jaw-dropping that he had not resigned after misrepresenting parliament and the public. The situation highlights the responsibility of police and crime commissioners to hold chief constables accountable, and the potential for legal challenges in such high-profile cases.
